Why do some pages exist in only one or two languages?

Pages are written in waves: Turkish first, then English and Russian. Until a translation has actually been written, the site does not show that page in that language at all — not in the menu, not on this map, not in the language links. That is deliberate: linking to a page that has not been written sends the reader to a 404. If a subject is missing here, it may already exist in another language.

How does this page differ from /sitemap-index.xml?

This page is for people: the sections are grouped by subject, the names are readable and the links are meant to be clicked. The XML sitemap is for search engines: a bare list of addresses with the date each one last changed, generated automatically during the build. Both come from the same registry; what differs is the presentation, not the content.

How often is this list updated?

At every build. Nobody edits it by hand: the page reads the site’s route registry and the content files that actually exist, then assembles itself. A new page appears here the moment it goes live, and a page that is removed disappears just as quickly. The update date at the foot of this page is the most recent content date in this language.
